No! you are NOT the only one.... no matter how many times I turn off track changes and select "FINAL" and unclick "markup" under "VIEW" it all still comes back. This is especially annoying when I THINK it's turned off and hit print only to find out I've printed out a document full of markups! As usual MS is "trying" to be too helpful!

There is a setting that controls this on the Tools | Options | Security tab
("Make hidden markup visible when opening or saving"), but if you have
turned off Track Changes and want to finalize the document, then you must
Accept All Changes in Document.

In my version of Word it's Tools menu -> Track Changes -> Accept or Reject
Changes.

On the Reviewing toolbar, click the arrow beside the Accept Change button.
You'll get a menu that includes that option.
