.tiff preview problems

can not view or open .tiff files in outlook 2000.
get the following error message....
Can't create file:xxxxxx.tiff Right click the folder you
want to crete to file in, and then click properties on
the shortcut menu to check permissions for the folder.

Can you open .tiff files outside of Outlook?
