When I am creating a mail message and I select the "To..." button, the
default Contacts folder does not have any contacts. To see any contacts, I
have to select another folder from the "Show Names from the..." dropdown.
Once I select "Doug's Contacts" from the dropdown, then I see my contact list.

How do move the contacts from "Doug's Contacts" to Outlook's default
Contacts folder?
