In addition, if they were moved without moving the anchors, the order would
remain the same, as the order of the anchors determines the order of text
boxes, frames, etc.

Putting captions in text boxes is in general a Bad Idea (making one wonder
whose brilliant idea it was for this to be the Word default for captions of
wrapped objects). As a general rule, figures are best dealt with inline
(with inline captions); when it is necessary to wrap text around the figure
and caption, then putting both together in a frame works best, with the
added advantage that Word can "see" the caption for purposes of creating
cross-references or a Table of Figures. Word 2007 can see text in text boxes
for these purposes, but previous versions cannot.

Tried all these options before posting, also closed the document and
opened again, updating fields after that (makes no-sense, I suppose).
Caption behavior was the same. Three figure on a single page have
captions in descending order starting from top, not intentionally. As
captions are in a text box, I tried to arrange them to obtain a normal
order, but surprise!, they changed the numbers to keep the descending
order?! Also tried to use parameters for SEQ to force numbering
restart - again no success. I imagine hat something is wrong with SEQ
table, but I cannot find how/where to see it.

Finally I changed captions to normal paragraph and figures to in-line
alignment. These seems to solve the order problem. But still
interested to understand what is happening!


OK, I see where your base problem most likely lies. If the Text Boxes
containing the captions are formatted with any type of Text Wrapping [IOW,
not In Line with Text] they are not a part of the text flow & that's what
prevents them from updating.
