Default Using Dialing Rules when Sending Faxes in Outlook 2003

Here's the problem you may be seeing and a solution for Windows 2000 that is
NOT a solution for Windows XP because the XP Fax Service can only run under
the System account:

If your Calling card settings are part of the per-user settings, you're

out
of luck with Windows XP Fax. The XP Fax Service can only run under the
