No wonder. In this group you will find countless posts that tell why you
should never use export and import to transfer Outlook data. I can't
understand why people think they should. It makes no sense. Not only do you
lose data, you also fail to connect the data that you do manage to transfer
to your new Outlook profile.
You already had an Outlook Data file. You just copy that file and open it in
the other installation of Outlook. Set it as your default. Then you will be
able to use it as intended, including in your address book service.

I am not using an exchange server; I have followed the steps to show my
contacts folder as an email address book, but that hasn't made any
difference. Any suggestions?

I exported my local copy of emails, folders and contacts from my old
computer and imported them into Oulook on the new computer. I then
went in to make sure the files were listed in the data file management
area. I can access email on local, I can replicate to comcast and
download new email but I can't address any new email from Outlook.
