Default Group Control Missing

he buttons you seek are to the left of those buttons, they have no
description or wording next to them. Just hover your mouse over the
controls.

I have found how to do this or NOT do this

My problem is as follows is this step:

To ungroup controls
Click any control in the group.
On the Format menu, click Ungroup.

I do NOT see Group or Ungroup in Design View

I have several controls that are Grouped somehow and I want to undo this
