Word doesn't see these as keyboard shortcut custom assignments either
(i.e. it doesn't list them from Office
Button=Print=Print
and selecting 'Key Assignments')


Accelerators were never considered shortcuts in that sense, so that's
consistent with 2003.

and saves an 'attachedToolbars.bin' customization.xml part to Normal.dotm,
even though the macro
was only in a specific document


Without setting a CustomizationContext that is, again, consistent with
earlier versions.

and now the Office Button has a different keyboard shortcut in Word than
its sister apps


There's only one app worth using g. More seriously, you can either (a)
change other apps in the same way, or (b) customize "File" with a different
legacy accelerator (although you would have to remember to use it).
