Default rtf braces {} - \keepctrl - please

OBSERVED: rtf braces {} stack-and-pop instantly without retention of controls
on text already specified...

e.g. \li1000{\li2000 text}\par drops the \li2000 instantly upon exiting the
braces () stack, reverting to the Default \li1000 rather than retaining the
specification set on the text.

OBSERVED #2: This is extremely-noticeable when there is no stack-level
Default...

e.g. \li1000{{\li2000 text}\par} does the same dropout though there is no
Default specified/required at the '\par' stack-level.

COMMENT: It's as-if the braces {} were mere control-freak-outrage-commentary
doing an instantaneous routine-shtick to be forgotten at the passing of the
instant (Has kind of a country-southern-shriek 'great-balls-of-fire' flare to
it {WO!}-wa?).

DESIRED: The text if-possible/if-uncompromised should retain the
specifications even-outside the braces {} stack until/unless required changed.

e.g. \li1000{\li2000 text}poptext\par under current design would revert for
poptext.

COMMENT: In a fancier-word the inner controls would apply relativish or
absolutish and so would be seen more consistent with the suggested
improvement herein....

I suggest a \keepctrl mode for the current design, to implement this
improvement.
