Very odd. I've never seen anything like it. Are you sure the destination PST
file has no errors? How many Contacts in the default folder? What happens if
you create a new PST and try to copy the Contacts into it?

However, as soon as I try to cut, copy, move to folder, or copy to folder

get them into the main Contact folder, Outlook starts cycling the CPU.
Once
this happens, as soon as I delete them from the main Contacts folder, all
problems stop.

you moved them? Are you certain you exited Outlook completely before you
copied the PST file?
