Row Numbering
Excel's rows are numbered from the top row.
You cannot change this numbering system.
Row 3 is row 3 no matter what you place in rows 1 and 2
You will have to adjust any formulas with that in mind.
If you want see a series of number in a column you can start in A3 and enter
the formula
=ROW()-2 and copy down.
But that is visual only
