If you still need an answer, this may fit:

Give the users for this registry-trees the full access rights:

1. Visual Basic For Applications:
HKEY_CLASSES_ROOT\TypeLib\
{000204EF-0000-0000-C000-000000000046}\3.0

2.Microsoft Access 8.0 Object Library:
HKEY_CLASSES_ROOT\TypeLib\
{4AFFC9A0-5F99-101B-AF4E-00AA003F0F07}\8.0
