I'm not sure if it'll help, but you could give it a try. When you enable it, use an Administrator account.

We unfortunately still require the use of Access 97 - so we have it installed
alongside Office 2003. However, we want our users to be non-admins on their

properly after opening Access 2003. The error when opening Access 97 is:
