You can download Microsoft Organization Chart tool from:

The Microsoft Organization Chart tool installs a separate application to
create and edit organization charts in Office 2003 applications. This tool
is primarily for users who need to edit existing organization charts
created by Microsoft for Office 2000 or earlier. In those versions,
Microsoft Organization Chart was the primary tool for creating organization
charts.

In Microsoft Office XP and Microsoft Office 2003, there is native
functionality that replaces Microsoft Organization Chart. For these current
versions, it is recommended to create new charts using the native
functionality. The user will also be able to create new charts using this
tool, although doing so will insert a lower-fidelity OLE object into the
document.
