Default sometime creating appointment cannot include signature

Outlook 2007

When I create an appointment sometime I am able to go to insert and under
include there is an option to include one of my signatures. Sometimes it is
there sometime it is not. Does anyone understand why this happens and how to
assure that i can add my signature everytime
