Default Producer display distorted on non-English language PCs

Has anyone experienced the following problem?
(yes, this is slightly off-topic but not really)

We have found that MS Producer presentations, when viewed on a non-English
language PC, using IE6, display the slides with all of the elements justified
to the upper left corner and overlaying each other. Upon further
investigation, we found that PPT presentations, when saved as HTML display
the same problem - so it does not appear to be a Producer problem. This only
began happening when we deployed IE6 and Office 2003 within our organization.
We have discovered that evidently the corporate slide templates (which were
carried forward from previous PPT version) seem to be causing the problem
because we can create a new template in PPT2003 and do not have the problem.

The real problem is that we have hundreds of MS Producer presentations out
there that will not now display on non-English language desktops. Does
anybody know what might have changed with IE6 or PPT2003 that caused this and
if there is any way to change a setting in IE6 to correct this?
