Don't try it. Output all the parts, independently, to PDF and combine the
PDF files. Or ignore their pathological concerns and reformat the document
as you choose. Feel free to point out that finance department's competence
extends no further than the *content* of their document. They have no right
to any influence over graphic style. Just do it and ignore their complaints.
If the finished product looks OK no-one will be interested in their whining.
