Default "Another program accessing your address book" message -- the saga continues

OK...so, after much effort in scouring every M$ newsgroup I could find about
Outlook and completing every action short of formatting and reinstalling
Windows, I am still getting the dreaded popup from Outlook. If I don't use
ClickYes, I have to click 'yes' 15 times! I have 14 POP accounts that are
checked by Outlook, so I'm assuming it has something to do with that;
however, if I happen to be in the middle of typing an email, a message or
anything else, the popup steals focus and puts it back at random within the
message I'm typing. This is especially frustrating because I'm not a
"watcher", and I type very quickly, so I have 3-4 sentences typed out before
I see the underlines from Outlook telling me that something is amiss.
ANNOYING!

Doesn't anyone have a fix for this garbage yet? For the record, I have shut
down every single program, uninstalled everything, removed all COM add-ins,
all registry keys, and all other "fixes" outlined in this and other
newsgroups, but to no avail. And what's worse is, it's getting to be more
often. It's causing IE to lock up now if I'm in the middle of loading a
page, and the only way out is the 3 finger salute. Is there some way to
uninstall SP3 without uninstalling Office and reinstalling? I have all of my
emails and settings just the way I want them, and I don't want to spend
another 2-3 weeks getting them back.
