I stumbled across the Text Box, Multi-Line (the one with sliders) and
attempted to use it on an Organization Chart.

Every time I pasted text into the box, the box would automatically expand to
accomodate the text making the sliders superfluous. Text was never hidden so
the sliders were of no use.

The problem is that the amount of text makes the text box overwhelm the rest
of the drawing - the text box would only have value if large amounts of text
was hidden and was accessed by scrolling the text with the sliders.

What am I doing wrong? I know some shapes lose functionality if they are
dropped onto the wrong type of drawing.

That's a limitation of all Visio shapes as fas as I know. However,
there is a shape that you can use, well, it's an ActiveX control.
menu Insert - Control
and select Microsoft Rich Text control
Visio will be put into design mode so you can size the control,
double-clicking brings up the properties dialog.
(To change between design and normal mode you will need the developer
toolbar (menu View - Toolbars))
Back in mormal mode allows you to enter text.
