Default Area Code Format in Contacts (Outlook 2003)

When entering a 7-digit phone number in an Outlook 2002 Contact, the default
area code and phone number formatting are added as soon as I tab to the next
field. In other words, entering 5551234 resolves to (585) 555-1234.

In Outlook 2003, whatever I type in the phone number field is entered
unchanged - if I type in 5551234, that's what I end up with. No area code
or formatting are added.

Having searched TechNet and the Office web site unsuccessfully, how do I get
Outlook 2003 to format phone numbers as the prior versions did?
