Default Outlook Contacts Not Working

What address lists are present in Tools | Services | Addressing as those
used for name resolution? What is the address resolution order? What exactly
is the user entering in the To field?

We've changed the address book resolution order several times, including
putting the user's Outlook Address Book first, but it doesn't seem to
work. We get the names from the global contact list just fine (other
employees) but the Firm Contacts (located in public folders) and the
personal contacts (contacts under outlook today) simply won't resolve.

If you click the Check Names button on the taskbar it says no matching
names were found. However if you click the Show More Names button, the
sought-after name is usually right on top of the list.
