Default Making 'Paste Special-Unformatted Text' the default behaivior

Making 'Paste Special-Unformatted Text' the default behaivior is my goal. I
would like to reverse the functionality of paste and paste special
unformatted text such that when I paste either by ctrl-V or the right click
menu the pasted text will inherit the formatting of the current document and
if I want the copied text to retain its native formatting I would use the
menu and select something like paste special formatted text.

Any ideas?
