Default How to disable LOCAL outlook address book and store all data on Se

My boss ask me do the following:

When a outlook 2003 user create a contact, stores the contact's info to
Exchange Server 2003 and every user can use it. No any local contact data if
not in cache mode.

Creating a new contact will _always_ store it in the person's delivery
location Contacts folder if they click "Save and Close". If you want it
placed in a Public Folders Contacts folder, use FileMove to Folder"
instead.

If that's not what you mean, please be more specific.

I know what you said is MS's default. Is there any way change the default,
that when user click "save and close", the info would AUTO store to server
and AUTO publish to everyone?

Not with plain Outlook. I don't know if you could design your own form to
do it.
