Default XLSTART-Creating a toolbar

I created a toolbar and it has been working great. I have my file in the
C:\program files\micosoft office\office11\XLstart folder and has been working
fine. However; I just installed sp3 for office 2003 and there is one user
that it won't launch the file. I did however figure out that if I put the
file in the users profile folder (C:\Documents and settings\application
data\microsoft\excel\xlstart) it launches just fine. WHy did this change and
how do I change it back for this users so it pulls from the same location as
everyother user C:\program files\micosoft office\office11\XLstart.

ToolsOptionsGeneralalternate startup file location or words to that
effect. That change was not I don't think though ,made with SP3?

If you mean "At Start up open files in"... That does not work either, already
tried that.
