Default Some Screen Tips Are Missing

I'm configuring/customizing a new notebook running Windows XP Home and Office 2003 Pro. In all applications (Word, Powerpoint, etc.), I can get screen tips for toolbar buttons, but not within the menus (where there have always been Screen Tips in the past).

For example, if I go to Tools Options View and right click on (or leave the cursor over) "Screen Tips", there's no screen tip.

I have checked that "Screen Tips" box, as well as Tools Customize Options "Show Screen Tips on Toolbars" and "Show Shortcut Keys in Screen Tips". Also, in Windows itself, I've gone to Tools Folder Options View and checked "Show Pop-up Description for Desktop and Folder Items".

What setting am I missing? I've combed through all the offline and online help files and all the books on the shelves of two large bookstores, to no avail, so I would greatly appreciate any help!!

Unfortunately you're not missing a setting. The dialogs, such
as those in Tools=Options in Word no longer have screen tips
or right click 'What's This' support in Word 2003. Instead,
click the question mark icon at the top of the dialog to get
a MS help page that is to explain the choices in that dialog.

Thanks, Bob. It's not quite as convenient as the old screen tips were, but I suppose I'll have to manage with it. (Why would Microsoft get rid of a nice feature like screen tips for dialogs, especially after all of us have gotten used to it??)

It turned out that only a tiny fraction of our customers were using them and
they were surprisingly hard to program and keep accurate. (However, most of
us techies were in the fraction that loved them. :-( )

We're investigating better alternatives for this for our next version.
