Default "the cell currently being evaluated contains a constant"

I getting this message trying to use the "DateValue()" function it is giving
me this error. I have checked the formatting it is general I made sure that
there was no space before the = sign. Can someone help with this error?

Is your cell formatted as text ?
Format as general put the cursor in the formula bar and press "enter"
