Default Emergency Department Question

Short Question:
I need to run a query that identifies individuals who haven't been
registered in our emergency department and then can directly click onto a
form for that patient. Can a macro be created that can be placed on a query
form that will activate a form?

Long Question: (same question but more detail given if needed)
I am creating a database to enter and track patients that enter our
emergency department. Unfortunately, patients don't receive a truly unique
identifier until their second stop (registration). I can use a combination of
SSN and time/date of arrival for a unique identifier at the first stop
(triage) but patients can come in multiple times on one day (not that rare
for patients getting worse). When they move to registration where they are
assigned a unique visit#, I can run a query that shows the clerks all the
patients who have been triaged but haven't yet been registered. I cannot
assign that unique visit# until that time because some of the patients simply
aren't in our system and have to be entered into the system to receive a
visit#. Thus, the clerks can click through the query and identify which one
corresponds to the patients sitting in front of them. At that point, they
need to be able enter the unique visit# and some other info onto a form. Once
they identify the right patient in the query, I would like them to be able to
just click on a button to open a form that will enter data for that
particular patient. If I can get this to work, the rest is downhill for me.

If you hire a consultant, make sure that they have at least $5 M in errors
and omissions insurance from a A-rated provider.

Names and birthdates are enough to require better security as well.

Also what happens if someone from another country with a non American
SSN comes in?
