Outlook - Email Recall is not working for accidently Replied to al

Accidently clicked the "Reply to all" on the MS Outlook is very common to
many users. The recall of the email is not working as I wanted to be. It is
failed to recall due the received email users usually read the email first
before the recall message email. Even the recall message email arrived, but
some Outlook users only read the email due the order of the email they chosed
to read and some users do not have or set the "New Email Arrive" message.

I would to see Microsoft can improve this Outlook:
Two suggestions to prevent this problem:
1. Prevent the Outlook users from sending the "reply to all" email. I
suggest Microsoft a warning message box to display "You sure you want to
these following email address: All_Staffs, ITSD, etc. Click Yes to send or
No not send.

2. After the any email was sent or accidently sent, the outlook have
ability to delete the email before the email receivers have not read it. Or
display the recall message as same time hide the email sent. Clicks the
"Reply to All" email will display the recall message.
