Default Publisher registered via rebate

I purchased Publisher 2003 at a retail facility. There was a rebate for
previous owners, which I submitted with the COA. Is this product now
registered in my name via the rebate? Can I transfer this registration to
someone else? The new software has not been installed on any computer.
Thank you.
