I finally took your advice. Don't try to fix the misconfiguration. Fix the
installation instead. I did an install - repair from the original installation disks and now the problem is fixed. But we still do not know what that problem was. Duh! This is a valid feature in Outlook. You can not send an email unless you have an email address. But I got off on a tangent when I was sen here from the Word community. This same feature is a bug in Word, because it won't let me use Tools - Letters and Mailings - and either Envelopes and Labels or Letter Wizard. Mail Merge works fine. I suspect there were remnants from an earlier installation of Outlook that
used the WAB engine instead of the Outlook Address Book engine. That's the most common cause of this behavior. Outlook leaves behind an alarming amount of detritus when you upgrade that can cripple a later installation. My personal practice is never to upgrade Office versions and only to install clean.
