Default sent messages dont leave outbox

How do I configure outlook to automatically move sent messages from outbox?
Currently they stay in the outbox, only to be sent a second time. I had to
re-install outllok and before the re-install, it would move them
automatically, now it doesn't

You have something that's interfering with the completion of the
send/receive cycle. If you have any third-party scanners integrated with
Outlook, disable them.
