Default publisher 98 files won't open in publisher 2003

When trying to open .pub files created in publisher 98 I receive a message
"Publisher can't open the file". I have tried disabling Norton Antivirus
2006, print spooler, script blocking and all of the other solutions posted,
but still have the problem. I have windows xp home.
The files I am trying to open do contain a large number of graphics (adds in
a parish newsletter). I have tried cutting the text and image frames from the
open file in publisher 98, that doesn't work either.
What can I try to get these files to open or to convert them so theyt will
open?

In Publisher 2003, disable view, pictures, detailed display. Do you have the
same printer that you had when you created the 98 file? Have you tried opening
the file in safe mode?

file will not open even in safe mode, printer is the same one as when
original 98 file was created, disabling detailed display and view pictures
didn't help. Any other thoughts?

Do you have a fast connection? Can you send it to me, I will try to open it in
2000 and 2002 and 2003. If I can open the file in one of these versions, I will
resave it and send it back.

Another thought, does your 98 file have WordArt? There was a change in WordArt
with the 2002 version. There is a compatibility utility. You might want to
delete the WordArt in your file, it may open in 2003.

The file would not open in 2003, however it opened in 2000. I saved it in 2000;
it then opened in 2003. No WordArt, nothing unusual about the 98 file.
