Default Template for tabloid sized newsletter?

I need to produce a newletter that will be printed on tabloid sized
newsprint -- the paper size is 11 3/8" X 13". Unfortunately, all the
templates in Publisher are for letter sized paper. Is there another
source for templates somewhere?

As an alternative, is there some way to scale an existing template?

I can use Publisher 2002, 2003, or 2007 for the job.

Default Template for tabloid sized newsletter?

If you select a regular brochure in Publisher 2002-03 then setup your printer
for legal or 14 x 8.5 Publisher will automatically resize the brochure.

Tabloid is 11 x 17. You can still use a template, just setup your printer for
your size, copy/paste from a pre-designed template to your publication.
