Default still need help, repeat row as heading not working

But you can use "Page break before" without splitting the table.

In that case, the table that appears after the manual page break is a
separate table.

It won't repeat if you manually break the page..when the rows
automatically jump to the next page it will repeat.

That's right, and in that case, the heading rows will repeat.

I would not consider that to be a manual page break. A manual page break
would be inserted either by selecting Break from the insert menu and then
Page Break or by the use of Ctrl+Enter. In either of these cases, the table
is split into two and the heading rows in the first table will not appear in
the second table - at least not by using the Heading Rows Repeat utility on
the Tables menu.
