FilePage Setup, click the sheet tab, select from dropdown
as displayed on sheet

Default Keep Comments on the same printed page

The comments will print on a separate sheet, even with the settings that
you've selected.

You could use code to extract the comments to a separate sheet, then
copy that information to the bottom of the original sheet before printing.
