This could refer to a three-person office, or to General Motors; it
could refer to employees in China, the United States, or Senegal (or
all three); it could include any or all of payroll, scheduling, shift
work, reporting relationships, ...

Your question is amgiguous in other words. Without your specifying
what you want this database to do nobody will be able to help you.

And... it's VERY unlikely that anyone has written a database tailored
exactly to YOUR needs. I suspect you will need to hire someone to
create a customized database for you; or that you might want to just
purchase a copy of QuickBooks or one of the many commercial payroll
programs in existance.
