I only want to view certain catagories on the Detailed Address Card screen.
I tried to change the filter to include all of the ones I want to see in the
Customize Current View, but it keeps bringing unselected items in also. What
am I doing incorrect?

Hard to say since you failed to tell us what you are doing.

When I am at my outlook contact view-detailed address cards, it displays ALL
of the contacts in my contact book. I had setup a category in the master
list called Inactive for those I do not use anymore, but I do not want to
delete them. What I am looking for is a way to filter out the Inactive
category and show me all the others.

Works fine here. State Outlook version, information store, and precise steps
used to create filter.
It sounds to me as if you created this Category after you created the
Contacts. Did you?
