embedded fonts not working

I am preparing a document in which I have embedded a couple of fonts: Shelly
Allegro BT and Garamond BT. Both have the second level of embedding; you can
edit and print but not install. I know that they are embedding because the
file size increases. When I send the document to someone who does not have
these two fonts installed, Word does a font substitution instead of using the
two embedded fonts. Is there something that has to be done on the other end
to make this work. The other people are the ones who are going to have to
print the document. Can anyone help? Thanks
