Default F4 no longer automatically creates absolute reference

I select the text of a cell name (A1, for example), hit F4, an nothing
happens. I have to go in and type my $. How do I reset F4 to work?

Do you have an F-Lock keyboard?

Change state and see if F4 is enabled.
