Can not access Adddressbook/contacts when using "TO" in new email

Default Can not access Adddressbook/contacts when using "TO" in new email

Using Outlook 2002

When I click on the "To" button to select from my contacts, I get he
following message

The address list could not be dsiplayed. The contacts folder associated with
this address list could not be opened, it may have been moved or deleted.

However, the dialog box opens, and the contacts is empty, I actually have
contacts showing in the list, even Ihave only one contacts folder. They are
all empty except the forth one, when I go there, I do see all my contacts,
and can select them. Its like I have 3 ghost contact folders. I search all
over, closest I could find was this KB article

I made sure that the address book service was installed, and that in
properties of my contacts I checked to make sure part of address book.

Remove the Outlook Address Book service and add it back in.
