Default Security-enabled database

I am a student trying to convert a secured 97 access database to access 2003. I am having a few problems. First, I was sent a copy of the shared database and extracted the files into my computer. Then I had opened them, joined the workgroup file and was able to get in to view all tables, queries, forms, codes etc. It has a backend and frontend. But when I tried to convert, it says that I don't have permissions. I deleted the table links to the K drive and linked them to the tables database that I have. That didn't work either. I tried importing the databases, copy & paste, nothing has worked and I am getting frustrated. All it says is that I don't have permissions. Is there anyway to convert this database without having permissions?? Any help would be greatly appreciated in order to finish this project.

See,
In spite of what you may read in Microsoft documentation, you MUST be the
OWNER of the database and all the objects in the database to convert it. If
you are not the owner and don't know the owner's logon, then your only
option is to import all objects into a new Access 97 database and then
convert that to 2003.

Can you be an administrator and convert the database? Or you have to be only OWNER?

I believe that you have to be the owner. The recommendation is to first unsecure the db. Take a look at the Security FAQ from the Microsoft knowledgebase. It has most of the answers you'll need:
