Default broken link to launch Outlook

using XP.(w/ SP2)...when I "right click" a file on my desktop to Send TO
email Recip.
nothing happens...tried Dell Tech support...no luck.
Can anyone help me restore this once functioning shortcut?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, fjfino asked:
