Default lock an email so it does NOT get sent until you unlock it

There are times when reading a very important email (content sensitive) and I
have to respond to the email at some point. I have mistakenly sent the email
before I was done. VERY BAD!!!! I would like to secure the email or lock the
email until I consciously decide I am finished with the email.

The easy way is to cut the TO and CC lines and just paste them at the
top of the reply. That way the message has no where to go. Once you
finish the email just cut and pase the email addresses back into the TO
and CC lines and hit send.
