Default 2003 Publisher

I am trying to create our Employee Manual using Publisher and I'm not sure if
this is the best method. Our manual needs printed on 8-1/2 x 11 landscape
using printer's pairs (printed pages 4 and 1 on one page and 2 and 3 on the
next). Can I type with text flowing from one page to the next? I have tried
using help and other information on the web and am unable to find an answer.
Maybe this software is not the correct thing to use. I would appreciate any
help you could provide.

I'm at work without Publisher, but what you need to look for is "booklet".
