Can OL 2007 with Business Contact Manager without the use of the Business
Contact Manager? I just ordered Office 2007 Ultimate and all I need is
normal OL 2007.

Yes, in fact the setup *requires* that you install BCM separately and if you
don't install it it ain't there. In my installation it's on the 2nd of the 2
Office 2007 Professional disks.
