Default Insert picture from file not working

Have Office XP Standard. It was working fine. While working
on a large Word Doc with multiple images, I suddenly was
unable to "Insert - Picture Form File".
An "Encountered a problem and must close" message is generated.
This happens in both Word & Excel.
I have un-installed Office XP, Re-installed it and all 3
service packs. Did not solve the problem.
I create docs with images constantly and need this to work
as it is the easiest way to do it.
Any solutions?
Is this a problem with Windows XP?

Need a little more info in order to help.
1. Unclear from your post if this is now happening with
all documents and workbooks or limited to just some -
please advise. And, if it is happening with any/all
pictures or just some (or just a specific picture type).
2. At what point does the error occur? That is, can you
access the Insert Picture dialog box and then the error
occurs after you select a picture to insert; or does it
happen before you select a picture in the dialog box?
3. If you haven't tried it already -- just to see if the
issue is related to the picture source instead of Office -
- can you open the picture in its original application
(or any compatible picture editor if you don't have or
know the originating application) and copy it -- then use
Edit, Paste Special in Word to paste it as a picture ...
see if that works. (I'm not suggesting you use a work
around instead of resolving ... this will just help
narrow the field.)
4. Please advise on how long you've been running Office
XP and if any other features have experienced problems.

Thanks for your response
This is happeniing with all docs in all Office XP applications
It is only happening when I try to "insert picture from file"
All other insert functions are working fine.
The proplem happenns after I select INSERT - PICTURE - FROM FILE, when it
goes to the default folder, this is when the error occurrs. I am unable to
select a different file location before this happens
There is no problem with any other applications loading data from this
location or any other. I am doing the cut and paste now as a work around it
just takes more time.
I have been using Offiice XP on this machine since January, 2004. On other
machines since January, 2003
