Default Office 2003 Excel data tracking and template wizard

Following installation of the Office 2003 5-pack
upgrades, I have discovered that the Template Wizard with
data tracking has vanished, installed after download and
installation for the now deleted Office 2002
Excel. "Template Wizard" no longer appears under "Data".

When opened, databased templates no longer can open the
template wizard. Upon the save of the supposedly
databased template as a new file the database is no
longer updated with the most recent saved data.

I cannot find any available add-in for this function
applicable to Office 2003 Excel on the MS website as it
was available for download for Excel 2002. It is
important that our data tracking does not become hindered
in this new year.

If necessary, a new template can be created, but it must
be coupled with data tracking.

We need guidance immediately.
