"not installed for the current user" error:Office suddenly won't o

Access and PowerPoint have suddenly stopped working altogether. Both will
open and everything looks fine for about 2 seconds; then this error message
pops up:

Microsoft Access has not been installed for the current user. Please run
setup to install the application.

Then you click OK and the program closes instantly. Powerpoint does the same
thing.

System Info:

Windows XP home, v 5.1.2600, service pack 1 build 2600
Office 2000 ( looks like Word and Excel are version 9.0.2720 )
Compaq Presario laptop, AMD Athlon chip, 700+ MB RAM
Users/Administrators: I have never done anything with the 'users' and
'administrators' rights stuff - this is my own computer at home, I'm the only
one who uses it, and it is not on a network. I just install programs whenever
I need them and have never dealt with user profiles or privileges or anything
like that.

Things already tried:
uninstalled Office (iffy, maybe didn't totally uninstall - see below for
details)
reinstalled Office

Result:
Didn't make any difference.

P.S. Details about uninstalling Office:

I tried uninstalling Office but it was not in the "Add/Remove Programs"
list, probably because I have previously used the Windows Installer Cleanup
Utility to solve a different problem (that hugely friggin' annoying window
that pops up OVER and OVER and OVER again about "Windows Installer - Please
wait while Windows configures Microsoft XP Professional [etc etc...] Insert
the 'Microsoft Office XP Professional' disk and click OK...] - even though I
do not have Office XP and never have!)

So I had no choice but to just reinstall Office with the old one still
there. Seems to have gone okay, but did not solve the Access and Powerpoint
problem (although it seems to have stopped the "Windows Installer" popups!
hooray!)

i have had a similar problem. the simplest solution is to uninstall all
traces of office via add/remove programs.

create a new admin account (control panel...user accounts)
make sure it is a computer administrator though.

move everything that you want to keep from your documents or desktop in
other words if you have saved it now is the time to back it up eg work,
downloads pictures movies to somewhere like your local disk drive c:
otherwise you may lose them. you have been warned.

log off your user account.

log on to the new one it will take longer to load then normal. the
browse to your local disk drive c:. Then go to documents and settings
there should be three visible folder as well as some hidden ones. The
three visible ones should be "all users", "your old username", "the new
username"
so if you used to log on to daniel and created a new user called test
there would be folder "all users", "daniel" and "test".

Delete the folder that matches the name of your old username. if you
have not backed up your work you have just deleted it. if you need to
get more work/data backed up restore it now and back it up.

make sure that the folder is deleted fully (even from the recycle bin)
then log off and log on to your old username.

you may have also lost some shortcuts to programs dont worry just
reninstall them it will work fine.

Install office and the problem should be fixed.

Thanks for the quick reply! A couple of things before I get involved in that:

1) I'd like a second opinion before messing around with multiple user
accounts. Has anyone else tried this method?

2) Can I delete the new account when I'm all done?

3) Could you clarify what needs to be moved? i.e. is it *only* stuff on the
desktop and My Documents that may get lost? Is everything else in C:\ and its
subfolders safe?
