Modification of Excel's Chart Tips in a Scatter Plot

Is there any way to modify the Chart Tips (which work like ToolTips) in an
Excel scatter plot? I can change text labels in a scatter plot with a short
VBA macro, but I want to display these text labels instead as Chart Tips.
Can I do that?

Any advice much appreciated.

Look for the thread started a couple days ago, "Scatter Charts", by
Megan. I've told her everything I know on the topic of modified chart tips.
