Default Detect and Repair

It may be possible that the user account does not sufficent privs to do what
ever is happening. I have run into this when Office was not completely
installed by a user account with more than adequate permissions like
Administrator. Once the piece that is trying to launce is fully installed,
all users should have access to it without the installer firing up.

My guess is that the installer is trying to register some values in the
registry or similar and the user is restricted from completely finishing. Try
performing once as Administrator and then see if the problem goes away for
the user account.
